In February 2020, the three-year Plan to combat labor exploitation in agriculture and illegal
recruitment (2020-2022) was approved, which is the result of the collaboration of all institutions
engaged at central, regional, and local levels against exploitation and illegal recruitment, also
involving trade associations, trade unions, and the Third Sector. The strategic points of the Plan, as
also reiterated by Minister Nunzia Catalfo, concern the prevention, supervision, and combating of
the phenomenon, together with the assistance and social and labor integration for workers
“implementing a procedure that totally defuses the role of the recruiter of day laborers."
Therefore, Adoc and NeXt, also thanks to the experiences gained in recent years, believe that the
repression against those who exploit workers by itself cannot be enough to solve the problem but
that there is a need, on the one hand, to support workers and assist them in all those situations that
make them weaker and therefore easy prey of an illegal recruiter, on the other hand, they consider
fundamental the role of the consumer in the choice of the products they buy.
With the project “#CaporALT: the illegal recruitment is mafia," two main lines of activity will
be developed:

2. A) establishment of information desks for workers to obtain information, advice, and
assistance on the regular working channels, on their rights, on the various contractual forms
and on the regularity of remuneration and contributions, social and health care, on how to
obtain visas and residence permits and in filling out the various paperwork.
3. B) Agricultural quality network: a mapping and selection of farms deemed virtuous in
terms of respect for workers, respect for standards, and the environment will be conducted.
4. C) Training: paid work grants will be allocated for 10 foreign workers who will be included
for 6 months in some companies/cooperatives identified through the network.
5. D) Inclusion pathways: in the reception centers and in the involved associations, Italian
language courses, basic computer science courses, orientation and access to the services of
the territory courses, accompaniment to employment courses, orientation, and
accompaniment to housing and social integration courses will be carried out.
6. E) Transport safety: a road safety campaign for workers will be carried out in areas where
accidents occur most often and in areas most affected by the phenomenon.
2. Consumer awareness activities:
The second line of activity concerns raising consumer awareness and enhancing the ethical
production chain. Ethically and environmentally virtuous enterprises adhering to the project and the
quality agricultural network will be involved in the project, which, in addition to the main criterion
of work ethics, which must be fully respected, also have other business aspects in their production
cycle: ‘Short supply chain,' ‘Low environmental impact’ and ‘Product added value.'
